vincas (HELP!!!)

HELP!!! Spring 2001 I planted a flower bed for the first time and I have just been winging it since. Now it's winter and my vincas have gone dorment (or they look like they have just died.) If they are annuals they should come back in the spring but I am not sure if I am supposed to cut them back or leave them the way they are. I am sorry I sound so clueless but I am a first time gardener and can't seem to find anyone that can tell me what I am supposed to do with these plants. Please help with any advice?
