space fillers

This past summer I took over the gardening duties at my parents motel.They have 560 Roses and lots of Dahlia,s and I have also added Fuchsia,s,Dephiniums and Cleomes and hosta,s these my mother liked but the scabiosa,s and gazania,s and cosmos were not a hit with the resident critic,and she doesn't want shrubs ,any ideas would be appreciated as I have such a large area to weed
