Hi Beverly,
With no disrespect meant, I don't agree with your diagnosis. Too much fertilizer would burn the plants. If they were vines then they would probably not bloom, but the nitrogen would cause them to put out more green leafy growth. An annual like impatiens would love lots of nitrogen to bloom more. If you look closely at the picture that Phil provided I think you'll agree that those aren't impatiens.
