I'd guess your plant has mealy bugs. They're a sap sucking insect that is covered with a white mealy substance. You need to get rid of them! Take a cotton swab and dip it in alcohol (the type used for first aid) Touch the q-tip to each cottony 'blob' you see, then wipe off the insect and the cottony substance. This works, I guarantee it, and it won't harm your plant...but you have to keep checking over the next several weeks and continue to kill any insects that are newly 'hatched'.
