How long to grow cacti from seed?

Hello all,

I bought a seed packet of a variety of cacti a few months ago..after the first few weeks, I started seeing little buds sprouting out with the stickers and what looks like developing flowers..the largest one is about 1/4 the size of my index fingernail. I water them maybe once every three weeks..the soil does look very dry...they don't seem to be growing any the last month or so..is this normal..do they have a very slow rate of growth?
