Tomato Not Producing Fruit

I am new here and am hoping that someone has run into a similar issue and may have some helpful advice for me. I planted tomatoes in my first above ground garden this year. The one area is 4ft x3ft and has 2 tomatoes and 4 pepper plants in it. I purchased the most recommended soil and combined that with organic recycled soil (aged 1 year) that I had gotten from the city. The peppers are growing wonderfully and producing peppers. The tomatoes however, are quite green, relatively tall with sturdy limbs, but very few blossoms and absolutely no tomatoes. We are nearing the end of our growing season here and these tomatoes will wither away without having produced a single tomatoe. Any ideas or additives that jump to mind would be greatly appreciated.
