I am new to gardening and have some rather large agapanthas I would like to move to a different location can this be done are there any recommendations re the time of year etc.

My opinion.... is to transplant when the plant is dormant..... ie Fall season.** I moved mine and even divided them... no worries... all turned out well during my transplant.

I have re-planted agapanthus many many times.* Here in Florida there is a dormant period in January - period.* So I*divide, move, and pot*them any time with no problems what so ever.*
As a beginner though, it would be very wise to wait until they are dormant*& you can get a 'feel' for what you are doing.* Good luck !
