My fuschia has been dorman all winter. When do I take it out and start watering it? Is there anything speacial I need to do to help it grow again?

I'm not sure what you mean by take it out. Out of what? Or do you mean take it outside? This site explains how to overwinter your fuchsia and bring it back outside.
