Congratulations on your first garden. You need to remove all the dead and dying plant material so diseases don't get a chance to take hold. You don't say when you planted your onions, but the starts are usually planted in fall and harvested the following year. If you planted seeds, you will probably need to let them stay in the garden for another year to mature. Considering your location, your onions might be ready in mid winter.

When weeding, the best way to make sure you are removing a weed and not a valuable plant is to pull on it. If it comes out of the ground easily, it is a valuable plant.
