need help to identify a plant.

hello.. can someone help identify a plant i have.. its about 4 feet tall.. it actually looks like a shrub.. but every year it grows back up from the bottom so all the old wood from the previous year gets cut off.

it is a vibrant green color and the leaves have a zigzag edge to them.

it was planted at the house when we bought it.. actually it is in 2 places in the garden. There are a lot of other herbs in it too.. but the one i am asking about needs to be moved ...should it be moved in the spring or the fall?

Can you post a picture? Does it bloom? If so, what do the flowers look like? I see you have this posted in the 'Herbs' section. Do you think it's an herb?
