Never having lived in England (6 weeks in Scotland, but without yard), I wouldn't
know for sure, but I'm sure it depends on where in the UK. The soil isn't the same
everywhere (and you could buy potting soil if your soil is bad) - and neither
is the climate.
Lavender does fine in the north of Germany, never grown the other two.

Hi TWG,
The basil wiil be an annual for you there. Site the lavender in spot that has good drainage. Peppermint will grow there too but take over the garden. Best to grow it in a pot. The hardiness zones in the UK are 7, 8 and 9. If you are in 8 or 9 you can leave the pot outdoors in the winter. In zone 7 you'll probably need to sink it in the ground for the winter.
