How is the best to prepare the red Ga soil for perenials?

It would depend what you are growing. If you are growing plants that like it hot, such as lavender and other herbs and succulents, then they should be fine. Do you know which plants you want to put river rock around and are they in full sun (6 hours or more)?

How is the best to prepare the red Ga soil for perenials?

Compost, compost, compost!! Add at least 3" to the flower beds and mix in. More is better. Also apply a mulch after planting. Topdress with compost in spring and fall.
