When weeding, the best way to make sure you are removing a weed and not a valuable plant is to pull on it. If it comes out of the ground easily, it is a valuable plant.
Thanks, but you missed the point. I want to remove oregon grape (it's like holly), but I don't want to disturb the tree it surrounds.
I don't think I missed the point at all.* You want to remove a shrub without disturbing the roots of a tree that it's growing next to.* Without pictures it would be impossible to visualize what you have.* Cutting down the top growth, digging around the base to uncover the roots, severing the roots below ground and digging it out seems like a good option to me.*
I seriously don't think you are going to be able to get every bit of root, but whatever is left in the ground should decay over time.
