    Shriveling tips on forsythia

Hi there; I have a forsythia bush that was planted last spring in zone 4b. It's budding just fine this year, but I'm noticing that every tip of the plant, about 1" worth, is shriveling and turning brown/black.

Is this a fungus, a sign of underwatering, or something else?

Thanks very much for any help.

not sure what the problem is but I would prune all the damaged tips back to an outward facing healthy bud. Maybe just winter damage. can you post a picture?
