Something is eating my apple tree

I have two apple trees in my back yard and one of them is being eaten right at the base and in several of the bases of the branches. The tree still buds out and blooms but does not bear fruit. Today I noticed a white worm with two pinchers can anyone tell me what this may be and how to get rid of it before it completely kills my tree?

I don't know what is invading your tree, but here in the US we have local extension services of colleges and universities that we can call for help. I did some searching for that for you in Canada and came up with this site.
