Not really enough info to really be helpful here, but if the needles are the interior needles, that is natural shedding as these are the older needles.
If that's not it, how long has the tree been planted?* If recently planted can you see the rootflare?* Is mulch piled up against the trunk?*

When weeding, the best way to make sure you are removing a weed and not a valuable plant is to pull on it. If it comes out of the ground easily, it is a valuable plant.
