There's many posts here on starting a compost pile if you do a search with the word: compost
Here's the basics on how to start a compost pile and what you can use in it.* You don't have to buy a bin, you can just make a pile or use other inexpensive materials.* I'll give you sites for that too.

When weeding, the best way to make sure you are removing a weed and not a valuable plant is to pull on it. If it comes out of the ground easily, it is a valuable plant.

Thanks!
I tried the free ones from the county.* They were a basic plastic type tube and I didn't like them.* I found I couldn't turn the compost in them, and once the compost started to break down, the tube would collapse inward, making it difficult to get the compost out.* They didn't have as many holes as these and weren't very good.
Now I just pile the compost in one area and do the 'open air' method.* Something like this.
I have a very small garden so I don't have a large pile of compost.
Some counties and cities give out free compost and/or free compost bins.* You might find this helpful.
