Never tried it, but* I've also never heard about planting Potatos in Hay.* I would say, give it a try and keep it moist.

No digging and the potatos come out clean.
Just take a couple of small bales of hay or straw. Tear them apart and make a pile of loose hay. Wet it down very well. Put your seed potatos 2/3 down in the pile*(pile will settle)and keep it moist.
My cousin plants his in a stack of old tires.
