What the heck

I purchased a house a year ago, and there were 6 rose bushes/plants that I inherited. Unfortunately these roses did not bloom and were very "leggy" meaning they were taller then I am 5'7", so I trimmed them back. They started to shoot from the stalks, but nothing ever happened other then that. How can I determine if these are climbers or what?

What zone do you live in? Have you considered asking the American Rose Society about this issue.
