You don't say where this plant is, if it's growing in the wild of your area, and the picture color seems off, but since you describe it in meters I'm thinking you might be in Canada.* It might be some type of sunflower considering the height.

When weeding, the best way to make sure you are removing a weed and not a valuable plant is to pull on it. If it comes out of the ground easily, it is a valuable plant.

Greyshark, I thought of Rudbeckia too, but I've found that they either have a dark brown eye or a green one.* They are usually called black eyed susan. You also said that they grow from a tuber so I ruled that out.* I did a google with it spelled Rudbeckia and clicked on 'Images'.

If there is no tuber I also thought of Heliopsis which is a sunflower.

Greyshark, I also have this flower in my garden. It just appeared last week. I didn't plant it so I assumed it was a sunflower that a critter planted for me. It sure looks like a rudbeckia though. Happy gardening, Coralbelle...
