When weeding, the best way to make sure you are removing a weed and not a valuable plant is to pull on it. If it comes out of the ground easily, it is a valuable plant.

It hasn't bloomed yet.* It's in central Alberta , Canada , planted in full sun.
It reminds me of Centaurea, a native, of which there are several varieties.* Most have some fuzz in the leaves, some serated leaves and their leaves alternate on the stem.* Their buds have a distinctive pattern, but I can't tell these things from the size your pic.*

Asters also come to mind but there are many.* Some have serated leaves and their leaves are also alternate on the stems.* Many have fuzzy stems.

How nice.* It's a Campanula aka bellflower.* Some only grow to 3" tall while others will grow to 6'!
