Looks like Ricinus communis. Common name Caster bean plant.

Castor Bean
That is a beautiful castor bean plant. They are supposed to keep moles away. Those red balls will be full of seeds and can be harvested when they turn brown. If left on the plant, they will split open and reseed themselves.
They make a lovely plant for an informal garden.
