    Bazza, your pictures remind me that "a picture is worth a thousand words".* Your first picture would have saved me literal hours of searching.* I wouldn't consider them spots, but rather 'bumps'.* It appears your ice plant has a scale insect.* There are two types of scale pests generally found on ice plant. You don't need to read this link as I'm including it here for further reference.

    Wax scale aka Pulvinaria delotti seems more like what you have.

    Ice plant scale aka cottony pigface scale aka Pulvinariella mesembryanthemi.* I'm thinking what you see are the eggs or the small immature females if this is what you have.* Pulvinariella mesembryanthemi

    You can treat with insecticidal soap but you will need to spray every 7 days until they are gone.* You can even make your own.

    When weeding, the best way to make sure you are removing a weed and not a valuable plant is to pull on it. If it comes out of the ground easily, it is a valuable plant.
