    What are these plants???

I want to remove them to plant veggies, but, do not know if i need to get all of the roots? will they return? i realize this will be quite an undertaking since these have been here for over 15 years. i live in southern CA

Thanks in advance for any help.

Sorry, I can't provide the name, but this will be a heavy task to pull the bushes out. Will you be making a raised garden or plant within the fence and edging?

    Welcome Fixplanes.

I cannot be sure without seeing the flowers. However, I believe it may be Ligustrum sinense. Common name Chinese privet.
Have a look at these pics and notes.

    Chinese Privet (Ligustrum sinense)

When you grub them up, the ground will be very poor after 15 years of that dense hedge. Make sure you add plenty of manure, leaf mould, compost before you even concider growing veg in the same area.
    Good luck.
