I'm baffled. In my native perennial garden I have some Solidago rugosa (Rough-stemmed Goldenrod). It's been there for 3 years. Every year I notice that the leaves get brown and dry (easily crumbled) and I assumed it was because the garden got too dry. I just noticed the same thing today. But here's the thing - I'm in SE Massachusetts and it's rained or been cloudy and cool for the past month (something ridiculous like 18 out of the past 24 days have seen rain). So there is no way the garden needs water.

Why are my goldenrod leaves dry?
