It looks like a Fortnight Lily (Dietes species) which is commonly planted in the South part of Arizona. These are tough plants and should be flowering now if they are healthy.

From your pictures, it appears that this plant is on irrigation and that the drip line is hidden under the ground. I can see a similar wet ring around the palm in the background.

Give it some fertilizer or add some mulch around the plant so it will flower. It may be too late for this year, I am not sure, but it is a nice plant.
