As you have read on the internet, there are many ways to get your recon armor. Even after you have finished all the tasks, you won't find Recon on your Xbox. What I had to do was go to Bungie.net , and then sign in to my account. You should see a sign in button on the upper right corner of the screen.
Once signed into your account, do a search for your gamer tag in the search window. Look for "Search Bungie.net" and type in your gamer tag in this space.
On the next window, press the acheivment tab and you should see the graphic below. I don't see this graphic anymore on my account.
Below the words "Road to Recon" you will see a button that states "Unlock Recon" . Press this button and it will change to Recon Unlocked as shown.
Now you have to go back into the Halo 3 ODST game and select your new Recon Armor.
