Herbs: Over wintering & Fall sowing

1) I am told that, if you live in zones 5 and up, you can plant herbs into the ground in
the fall is that ALL herbs?

2) Has anyone had experience with keeping herbs alive and healthy indoors over the winter? I have a south facing window, a Wonderlite (arc filament) and fluorescent grow lights. I tried incandescent GROW lights last winter with not much luck. I do not want to buy a $200 metal halide... , So far, Id like to over winter catnip, catmint, Ruben Basil, Lemon Basil, Sweet Basil, lavender, rosemary, sage, Lemon Thyme, Silver Thyme, oregano, coriander and tarragon.
