Dracaena (corn plant)

: I have a dracaena plant otherwise referred to as a corn plant with a bark like stalk and leaves at the top.There are two of these plants in one pot and one is tall and one is short.Well the shorter ones leaves all died so I took them off and it doesnt seem like any are going to grow back. I was wondering if any one knows what I should do to get the leaves to grow back or should I go with the option of air layering the plant to start another one? Any help would be greatly appreciated. Thanks so much in advance!
