what's wrong with my dracaena?

I've had a dracaena massangeana for a year and a half and until now it's done wonderful. Last spring I replanted the two stalks in a large 14"? pot and it seemed to take really well until about three weeks ago when I noticed that one of the newer buds off the smaller stalk was completely brown and mushy at its base. I pinched it off and now the only other bud which was larger and had been doing fine is also turning brown, in fact the whole stalk is feeling kind of mushy. The larger stalk seemed to be doing well but I sat the whole thing outside for a few days when I noticed little black knats coming out of the soil. I brought it back in when I noticed that the leaves on the larger stalk are looking very pale and listless- the temp was mild but it rained alot while it was out. Is it dying or can I save it? I usually water about once a week with a tiny bit of miracle grow added to my water. Thanks for the help!
