New tops will eventually grow from where you've cut it. I've rooted the tops in water and it takes a while, but you shall be rewarded. Also, you can air layer to propagate it. Here's a site that should be helpful. By the way, your plant is a dracaena. Look at 'cane cuttings' on this one. Scroll down for 'air layering' at this one.
