Maybe you could give it a name. Anyway, the answer to your question is YES! You can cut the stem. New tops will eventually grow from where you've cut it. I've rooted the tops in water and it takes a while, but you shall be rewarded. Also, you can air layer to propagate it. Here's a site that should be helpful. By the way, your plant is a dracaena.
