How to prune a Dragon Tree

: I have two Dragon Trees (Dracaena marginatas) surrounding my pool in west central Florida and are almost as tall as the pool cage now. The plants are only two years old. One has spawned two smaller sprouts but one has not. Is there a way to cut back the plant and have it either sprout from the ground or from the pruning points. Any assistance with this will be greatly appreciated.
