please help

I have a BEAUTIFUL little plant the backyard of my new home and I have yet to identify it. It is a very dainty looking flower which I am told resembles a bell flower, it has periwinkle blue background petals which form a star shape and the center is a white flower also with 5 petals except they are rounded petals. These blooms (there are only about 4 or 5 right now) are perched atop long thin stems which come up out of a little bush of leaves. The leaves at the base look very similar to those of a mini rose bush.
Any ideas?
