lilies dropping buds

I have two oriental lilies, both 3 years old and neither has ever bloomed. They develop many flower buds, but the buds drop off before blooming. Any suggestions as to what the problem is? The plants look quite healthy otherwise and seem to be growing well. They are in two different spots in the garden, one near a pine tree, the other in the middle of another flower garden spot. Both have plenty of sun.
I haven't seen any discoloration on leaves, or any signs of insects.
