Hi Mike,
I'm in Maryland too! It's probably Japanese beetles. You'll need to apply milky spore in the fall to your lawn and garden to kill the grubs that turn into the beetles. Try this site for that.

In the meantime, you can pick them off and put them in soapy water or do the squish method. (:-O
