flower beds

First off I would like to thank you. This web site saved my honey suckle.
My question is.
When is the best time to move and separate my flowers Fall or spring?
My garden is about 3 years old and I was very new at gardening 3 years ago. Now with a little more expereince I would like to arrange some of the plants differently.
