Tiny white spots on Gardenia

Can anyone tell me what the is on my gardenia. I got it for Mothers day from my daughter. It had three blossoms on but none of them bloomed and when I set the plant on a table it has little white specks on it. I tried to dip the whole thing in soapy water but the specks just come back. Can anyone help me?????
