Celosia [cockscomb] ?

see link - -[sometimes the leaves are green]

The flowers can come in different shapes - - spikes/plumes, or roundish shape like a "brain". Their seeds are very small and black [like poppies]and come from the dried, fuzzy red part of the flower.

Does that help?

: My neighbor planted some flowers for me. She started from seeds. They are so nice that everyone pass by ask me for the name. I can only describe the flowers look like the crown of the chicken, they are velvety red. My neighbor does not know the English name neither.

: Can someone help me?
