I live in Ohio and we let the Lavander go as is all winter..protects the roots and early spring cut them back to 1/4 their size. The are hearty and still blooming now. If you cut back now you'll need to completely cover them with mulch as a winter blanket and that mulch will not look good in the Spring, so seems a waste of money. Better to use that money for more Spring flowers.
