Our tulips are in full bloom and some of the early ones are already dropping pedals. We are in Zone 5B you are probably in Zone 4.

: You could do either. By putting them in the garden you will strengthen them for blooming next year as you already know. But you will be doing double work, because I assume you are using garden as temporary storage for them.
: You can get away with just cutting the tops and storing them until fall but it may take a year or two of building up the bulbs again before you get blooms. Are you sure they will be done blooming by Sunday, here in Madison, the Tulips have not even started to bloom.

: Too bad they have to dig up your flower bed for a construction project. Had you known early enough you could have transplanted them to the garden last fall already or cut off the flower heads as they emerged to help the bulb conserve energy on the front end.
