Foxglove

I purchased 3 plants from the nursery last season which appeared to do well (but no flowers). As this is a biennial I fully expected it to come back this year and flower. To date most of the perennials in my garden are making their appearance but still no sign of life on the foxglove. Is it too early or are they not coming back?
