If it's a sunny site, consider creeping thyme.  There are many different varieties. Here's a site that should be helpful.

: I think what is happening is that the roots are breaking up as you pull it.  I would suggest weeding the day after a rain when the ground is a bit softer.  You will need to 'sift' through the dirt to make sure you get all the bits of root.
