Trumpet Vine questions

I have been given some trumpet vine seeds. I don't know when is the best time to plant them. I live in TX. Also, I have been told they do not cling and have to have wire of some sort to climb on. Is this true? I want to put them on a wooden fence. The only problem is all I have seen the blooms seem to go OVER the fence so the neighbors can enjoy them more than the owner! Any help would be greatly appreciated.
