HELP! Garlic Propagation

I am a regular user of Garlic, I usually grow about half of the amount that we use in our family.
On this years crop I decided to investigate the possibility of using the miniature bulb of cloves that develops about half way up the stem of the plant for propagation.
My main question is: Can those miniature bulbs of cloves be used to propagate next years crop. The Garden Centres do not seem to be able to answer this question.
