cotton rose cuttings

I live in Northwest Florida and the Cotton Rose trees are in full bloom. I very much want to take a cutting to root but do not know how to do this. Can anyone help me? Also, can a cutting be successful if the tree is blooming or should I wait. Please be VERY specific in your directions as I have never done this (i.e. type of branch...young/older, with sprouts, leaves?, length/diameter, EXACTLY where to cut, at an angle?, do I remove any leaves, put in water or soil, how long before I can tell if it was successful, etc). I read a bit about this technique, but the directions were too general. Thank you.
