Hi Cali,
The fertilizer won't make any difference with the variegation as it's in the plant's genes. To assure that the plant doesn't revert to green, cut off any green branches or stems that grow.

I don't understand your second question. If you are going to use weed killer on vinca it will die. If there are other weeds in with the vinca, the safest way is to hand pull or weed with a weeder after a rain when the ground is soft.
