Your hinoki has blight. Blight is a browning of cypress plants caused by several fungi. The disease is most serious in wet and shady environments. Plants may be killed. Prune out the infected brtanches below the line between diseased and healthy tissue. You can spray the plant with a fungicide containing copper. MAke sure to water the soil and not the foliage too.
