Burning Bush - NO LEAVES!!??

I purchased a "Burning Bush" in March of this year and when I planted it it had no leaves. As the summer has progress my bush isn't getting any leaves. There are many buds of leaves that look like they are waiting to pop out but so far it looks more like a twiggy bush more than a burning bush. It is definatly alive so I hate to pull it. What's up with it>? Please email me as I might never be able to find this post again!
