I have a similar problem with 15-20ft tall thuja in massachusetts, started this spring. One consultant said it was leafminer, treatment is Orthene. I know I have spider mites and aphids. The mites, I hear, work their way up from the bottom. Best reference is www.ortho.com, where the great "ortho book" is online, and has great color pictures of damage.
