Hi Lin,
I'm in zone 7 in Maryland and you've got me stumped. There are so many shrubs and the ones that come to mind that have insignificant blooms are evergreen. You might want to go to the library and see if you can find some books on shrubs on the garden section. The best authority I know of is Michael A. Dirr. Any of his books on shrubs would probably help you find the one you're looking for. Here's his web site.
